I think our best bet to scale space construction is to use mass accelerators on the ground (i.e., Spinlaunch).

AI-guided construction machines & raw materials could be launched into orbit without solid boosters. The station would then self-assemble.

Afterwards, it would be a matter of moving people up into the finished outpost via rockets. By the time tourists got there, it could already have operational gravity by way of centripetal force.
